      Agricultural and Rural

More than four decades that Thai government has promoted the commercial agriculture, the intensive use of agrochemicals has been prevail and dramatically increased leading to the adverse impact on health among farmers and consumers as well as environment deterioration. Thus, the agricultural policy is recognized as one of the major policies entailing the serious health problems. With this concern, the concept of sustainable agriculture has emerged in Thai Society and it has been developed by all networks at local, regional and national scales with the aim to build the collective learning process and to reach healthier agricultural policy. Under lacks of deep understanding on the true principle of sustainable agriculture, public agencies fail to promote and to support the activities of sustainable agriculture which fit local learning process among local people.

According to the above circumstance, Agricultural and Rural Development Policy Network (ARDPN) has made a lot of effort to encourage people sector and the public to systematically access the alternative sources of policy information. ARDPN has determines its roles as academic and facilitator providing evidence based information, reliable knowledge and learning process to the people sector so that they could effectively participate in the public policy process. The policy documents and campaigns stimulating the consciousness of adverse impacts of agrochemical uses are consistently created. In addition, the study in the relevant legal and policy mechanisms at domestic and international levels, the data window and the health assembly at all scales are also concerned.

 

Activities

Workshop on "Mirror Reflecting the Health of Farmer: Health Impact Assessment for Farmer" organized during 4-5 March 2003 at Faculty of Agriculture, Chiang Mai University . The participants consisted of farmers from Northern Regional Network, public officers relating to agriculture, lecturers, students, researchers, academics and NGOs. Basic principle of HIA, risk assessment from agrochemical use, and the concept of sustainable agriculture were presented in this event. All participants were allowed to exchange the experience and to brainstorm about agricultural issues such as the impact of agrochemical use, the solutions for agricultural problems, the strength and the weakness of sustainable agriculture

The First Meeting of ARDPN on "Public Policy Supporting Sustainable Agricultural System" was organized on 25 March 2003 . According to the meeting, it was found that the policy space was not opened to sustainable agriculture so the ARDPN should run this movement in the social domain instead. Under the belief that social mechanism would finally give the pressure for policy changes into healthier one, the strengthening and expanding of alliances was a crucial task to meet healthier agricultural policy. Two common strategic policies were the outcome of this meeting - 1) the independence of small scale farmer to design their job 2) the equity right of people organizations to use national budget for running agricultural movement through public policy such as regional forum and health assembly on agrochemicals.

Closed Research Project

  1. Health Impact Assessment of Contract Farming in Thailand: A Scoping Process
    Objective: 1) to define the scope of health impact assessment of contract farming policy 2) to provide a venue doe stakeholders' participation in health impact

    Research Team: Pattapong Kessomboon et al.
    Results: Under the contract farming, the private sector could design and control all steps of cultivating process. Meanwhile, farmers were encouraged to frequently use vast amount of herbicides and pesticides. The advantage of contract farming was opportunities to have higher incomes and job creation in the community during dry season. However, the farmers had to directly expose to such hazardous chemicals leading to severe health impacts such as migraine, visual acuity, fatigue, disability, and neurological malignancy etc.

On-going Research Projects

  1. Health Impact Assessment from Organic and Inorganic Farming in the Northeast Thailand (2002)
    Objective: To study the health impacts from organic and inorganic farming
    Research Team: Vichieng Kerdsook, Supatra Chatbunchachai, Sakulratana Usawarong et al.

  2. Assessment of Health Impact among Farmers from using Agrochemicals in Chiang Mai and Lamphun Provinces

    Objective: To assess the health impacts among local farmers who have used agrochemicals

    Research Team: Thippawan Prapamonthon, Pongthep Wiwattanadej and Somsri Pattamapan et al.

    The Progress of Research: Two seminars were organized to communicate with and the gather the perspectives of stakeholders (seminar on vegetable plantation in February 2003 and the another on Longan plantation in March). At present, in-depth interview has been performing.
  3. Framework and Approach for Health Impact Assessment: Case Study of Plantations in Fang Watershed

    Objective: 1) to study socio-economic and population changes and the impact on human health caused by orange plantation in Chaiprakarn, Fang and Mae-Ai Districts 2) to study the framework and approach of health impact assessment basing on people participation

  4. The Public Scoping of the Health Impact Assessment on the Using of Endosulfan in Paddy Fields: Case Study of Suphanburi Province

    Objective: 1) to study the general information on chemical uses among farmers 2) to study the negative impact of endosulfan 3) to design the framework and approach of HIA on the use of endosulfan basing on the participation of relevant stakeholders.
